Has a high school student that suffered Social Anxiety/panic attacks got back to school?

My daughter is 15 and has developed Social Anxiety/panic attacks. It started at school. I cannot get her to school, even though she does want to go. She get terrible anxiety/panic attacks at school. We have worked out a girl is emotionally bullying at school and has also affected other students. However, even though i have tried every avenue to get my daughter back to school, she still gets panicky. We hv seen a psychologist once and she taught her some breathing, but she said it doesn't work when she is bad. i am going to talk to the school (1 parent has complained of this girl already), however the parent thinks the school doesn't want to listen as the bully is so nice to adults and is a high achiever. I am taking my daughter to the dr (again) for their opinion. She is happy at home, but just sits around all day watching TV. It is hard to get her to do her school work.
