A private school is developing or not the economy?

Imagine there is a small private school. If we don't think about the educational results, but only about the matter - money, material products, etc. IS THE SCHOOL A DEVELOPER of the economy or it is just an USER or even a PARASITE? What I mean : the school is buying regularly : pencils, pens, whiteboards, markers, blackboards, chalks, etc. So if the school is mostly useful or mostly not useful for the economy in this, material sense?
