What kind of camera should I get?

I have a budget of about $400. I would like to stay under that if I can. I want to be able to take zoom shots and them come out clear. The camera have now is more of a point and shoot, it is a digital but it's not the best. At least not anymore. I also like to take movement shots, such as sports or just general cameo shots. What have you found out there? Where would be a good place to shop? Also I do want to be able to ask specific questions to the person who is selling it to me so I would like to shop somewhere where they are trained in what they are selling not just a cashier. Thanks!
